On December 28-29, 2019, the Physical and Chemical Testing Center of Cangzhou Xinyida Steel Pipe Group Co., Ltd. conducted an on-site re evaluation by two experts from the China National Accreditation Service for Conformity Assessment. This was the fourth external audit since the center implemented the CNAS CL01 laboratory accreditation management system, and also an evaluation of the management and technical capabilities of the current 8-person testing center team.
With the release and implementation of the new version of CNAS-CL01:2018 accreditation standards, our center has been planning to update the CNAS management system since early 2018. In the spring of 2018, the center dispatched three people to Tianjin for a three-day training on the new version of CNAS-CL01 accreditation criteria. After returning, they studied and discussed, and built the system architecture. We started drafting the quality manual and procedural documents in September, and basically finalized them in November. At the end of December, we sent someone to attend an external training session with questions. At the beginning of 2019, discussions began on documents at three and four levels. After establishing the quality system documents recognized by the laboratory, and after several rounds of discussion, the final draft was finalized, and internal system training for the testing center was initiated. It was officially implemented in June 2019.
In order to prepare for this re evaluation, the center has decided to conduct an internal audit in advance from October 16th to November 15th, which is also a validation of the newly established system. A total of 485 items were audited, 483 were qualified, and 77 did not occur, with a pass rate of 99.59% and 2 items not meeting the requirements; It has been rectified and closed. On December 10th, a management review was conducted and three improvement measures were proposed. At present, the system is in operation. Through the joint efforts of all personnel in our center, internal audits, management evaluations, and daily supervision, the management system is running effectively and all processes are under control.
During the review process, the two reviewing teachers were deeply moved by the meticulous and serious work of all the reviewing personnel, as well as the attention paid by the leaders throughout the entire process.
After two days of in-depth and meticulous review by two experts, and with the active cooperation and efforts of all center staff, the expert group believes that:
The laboratory can basically modify and improve the quality management system documents according to CNAS requirements, and the quality control of the process is basically complete. The supporting service elements are basically effective. The personnel, testing instruments, equipment, facilities, and environment equipped for laboratory accreditation applications basically meet the requirements; The equipment has a traceability pathway that meets the requirements, is familiar with the testing standards, and overall meets the requirements. The internal and external quality control basically meets the requirements. This indicates that the laboratory has implemented a management system that is compatible with its testing activities in accordance with CNAS-CL01 and the application instructions for metal materials, and has a continuous improvement mechanism. The management system can basically serve the quality policy and quality objectives, and the quality activities of spot checks are basically under control. However, there are deficiencies in personnel, equipment, methods, and management review in the laboratory, and four minor non conformities have been identified. The review team recommends that the laboratory propose corrective measures according to the prescribed requirements and report the implementation status to the review team leader. After tracking the qualified review, CNAS recommends maintaining the accreditation.
